{"id":29509,"date":"2021-10-09T16:58:58","date_gmt":"2021-10-09T16:58:58","guid":{"rendered":"http:\/\/www.sinfronterasagencias.com\/?p=29509"},"modified":"2023-06-22T13:34:06","modified_gmt":"2023-06-22T13:34:06","slug":"la-fiscalia-del-crimen-exfiscales-chiapanecos-involucrados-en-el-narcocrimen-a-su-paso-dejaron-estelas-de-sangre-muerte-y-dolor","status":"publish","type":"post","link":"https:\/\/www.sinfronterasagencias.com\/?p=29509","title":{"rendered":"LA FISCAL\u00cdA DEL CRIMEN: EXFISCALES CHIAPANECOS INVOLUCRADOS EN EL NARCOCRIMEN, A SU PASO DEJARON ESTELAS DE SANGRE, MUERTE Y DOLOR"},"content":{"rendered":"<p><a href=\"http:\/\/www.sinfronterasagencias.com\/wp-content\/uploads\/2021\/10\/FISCLAES.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-29510 alignleft\" src=\"http:\/\/www.sinfronterasagencias.com\/wp-content\/uploads\/2021\/10\/FISCLAES-300x113.jpg\" alt=\"\" width=\"300\" height=\"113\" srcset=\"https:\/\/www.sinfronterasagencias.com\/wp-content\/uploads\/2021\/10\/FISCLAES-300x113.jpg 300w, https:\/\/www.sinfronterasagencias.com\/wp-content\/uploads\/2021\/10\/FISCLAES-768x288.jpg 768w, https:\/\/www.sinfronterasagencias.com\/wp-content\/uploads\/2021\/10\/FISCLAES-1024x384.jpg 1024w, https:\/\/www.sinfronterasagencias.com\/wp-content\/uploads\/2021\/10\/FISCLAES.jpg 1600w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<ul>\n<li>Algunos fueron premiados con diputaciones federales y ya despachan en San L\u00e1zaro como Jorge Luis Llaven Abarca, de Morena<\/li>\n<li>Exgobernadores metidos hasta el tu\u00e9tano, como el ahora flamante senador del PVEM, Manuel Velasco Coello<\/li>\n<li>Rutilio Escand\u00f3n Cadenas tambi\u00e9n ha sido salpicado de excremento<\/li>\n<li>S\u00ed el pr\u00f3cer Belisario Dom\u00ednguez viviera, se vuelve a morir de ver lo que pasa en su tierra natal<\/li>\n<\/ul>\n<p><strong>Por Jos\u00e9 Alberto Ram\u00edrez Esponda\/SFAS\/<\/strong>Tuxtla Guti\u00e9rrez, Chiapas; 9 de Octubre, 2021.- Desde su creaci\u00f3n, la Fiscal\u00eda General del Estado de Chiapas ha sido encabezada por delincuentes consumados o aprendices de lo ilegal que m\u00e1s tarde, se convierten en la peor pesadilla para el estado.<\/p>\n<p>Empresarios, ganaderos, transportistas, comerciantes, l\u00edderes sociales, defensores de derechos humanos, periodistas y hasta gente com\u00fan, han ca\u00eddo abatidos por las manos de quienes se han sentado en una silla que los vuelve locos de poder y dinero e intocables por cualquier autoridad.<\/p>\n<p>La Fiscal\u00eda General, antes Procuradur\u00eda de Justicia, ha sido manoseada desde su creaci\u00f3n por decenas de pseudo especialistas del derecho que en su mayor\u00eda, provienen de un oscuro pasado o simplemente fueron sacados de la basura, del ostracismo o de la nada para convertirlos en el l\u00e1tigo de la poblaci\u00f3n, quien ha tenido que soportar los abusos y los cr\u00edmenes que, desafortunadamente, han quedado sin castigo.<\/p>\n<p>Todos, sin excepci\u00f3n, se han enriquecido abruptamente, pero tambi\u00e9n le han arrebatado la vida a mucha gente; se han inmiscuido en el narcotr\u00e1fico y en otros oficios propios del crimen organizado. Han sido art\u00edfices y c\u00f3mplices de secuestros, desapariciones forzadas, abigeato, trasiego de droga, tr\u00e1fico de armas, robo de veh\u00edculos, trata de personas\u2026 en fin, ha sido gente sin reputaci\u00f3n ni decoro y, tal parece, el requisito para encabezar la instituci\u00f3n es ser delincuente.<\/p>\n<p><strong>LES ESPERAR\u00cdA LA C\u00c1RCEL<\/strong><\/p>\n<p>Si en este momento la Federaci\u00f3n sometiera a juicio a los exprocuradores o Fiscales vivientes que ha tenido Chiapas, todos ir\u00edan a la c\u00e1rcel. No hay uno que se salve. Todos se han enriquecido de manera b\u00e1rbara, grotesca, sin escr\u00fapulos. Y lo peor de todo es que no esconden su ruindad. Lo mismo presumen ranchos llenos de ganado, hoteles, plazas comerciales con nombres de sus familiares, de sus consortes, amantes y hasta de sus hijos en un af\u00e1n protag\u00f3nico de demostrar hasta d\u00f3nde los ha llevado y permitido la complicidad y la venia de los gobernadores en turno, a quienes nada les importa ni la seguridad, ni la justicia del pueblo sino lucirse en medio de flashes y reflectores como en los tiempos del mism\u00edsimo Alfonso \u201cEl Negro\u201d Durazo, ex secretario de Seguridad P\u00fablica en los tiempos de Jos\u00e9 L\u00f3pez Portillo.<\/p>\n<p><strong>CUNA DE DELINCUENTES<\/strong><\/p>\n<p>Chiapas es cuna de delincuentes. Antes, en el siglo pasado, se presum\u00eda a los poetas y escritores que dieron nombre al estado; hoy, tristemente el estado figura en los anales de informaci\u00f3n como la entidad m\u00e1s saqueada, con m\u00e1s muertes dolosas, secuestros, desapariciones forzadas, robos con violencia, ejecuciones en pleno d\u00eda y hasta ajuste de cuentas a todas horas por parte del crimen organizado que ya sent\u00f3 sus reales con el aval de esos que dicen procurar justicia y nada m\u00e1s les allanan el camino para que no estorbe nadie en la plaza.<\/p>\n<p>Esa es precisamente la tarea de los Fiscales de Chiapas, permitir el \u201ctrabajo\u201d criminal de las bandas delincuenciales a cambio de recibir millonarias cantidades de dinero que m\u00e1s pronto que tarde terminan reflej\u00e1ndose en \u201cbienes\u201d adquiridos con recursos de procedencia il\u00edcita.<\/p>\n<p>S\u00f3lo por mencionar a los cuatro \u00faltimos ex Fiscales de Chiapas: Con Pablo Salazar Mendiguch\u00eda, Mariano Herr\u00e1n Salvati; con Juan Sabines Guerrero, Amador Rodr\u00edguez Lozano; con Manuel Velasco Coello, Raciel L\u00f3pez Salazar y con Rutilio Escand\u00f3n Cadenas, Jorge Luis Ll\u00e1ven Abarca. El primero, Mariano Herr\u00e1n Salvatti, con una trayectoria \u201cimpecable\u201d a nivel federal pas\u00f3 de ser del Zar antidrogas de Ernesto Zedillo Ponce de Le\u00f3n a Procurador General de Justicia de Pablo Salazar, en un per\u00edodo de seis a\u00f1os, suficientes para amasar una fortuna incalculable en bienes muebles e inmuebles; due\u00f1o de ranchos y criaderos de perros galgos, de caballos provenientes del extranjero que nadie m\u00e1s que \u00e9l ten\u00eda, incluso, en el pa\u00eds.<\/p>\n<p>Durante su estancia en la Procuradur\u00eda acondicion\u00f3 un espacio para crear su sal\u00f3n de belleza, donde desfilaban las peluqueras, no s\u00f3lo para cortarle y te\u00f1irle el cabello con el que se gan\u00f3 el mote de \u201cLa Colorina\u201d, sino tambi\u00e9n para disfrutar en ese espacio (muy amplio por cierto), de francachelas y sesiones de cabaret.<\/p>\n<p>Como el resto de sus predecesores, gustaba del afecto de mujeres trabajadoras de la instituci\u00f3n, a quienes pagaba fuertes sumas de dinero a cambio de momentos de pasi\u00f3n, aunque tambi\u00e9n hab\u00eda una larga lista de hombres que hac\u00edan lo mismo para agradarle. Para nadie fue un secreto que su caja chica era una bodega donde se almacenaban enormes cantidades de dinero en efectivo, joyas, alhajas y objetos de gran valor decomisados a la delincuencia. Mariano gustaba de regalar veh\u00edculos y casas a sus querientes y se caracteriz\u00f3 por ser \u201cun buen jefe\u201d, pero igual que todos, descuid\u00f3 la seguridad de Chiapas mientras Joaqu\u00edn Guzm\u00e1n Loera se apoderaba de la entidad para traficar a placer lo que mejor le conviniera.<\/p>\n<p>Despu\u00e9s vendr\u00eda otro gobernador, \u201cimplacable\u201d, traidor a su antecesor, Juan Jos\u00e9 Sabines Guerrero, quien ha sido el \u00fanico en meter a la c\u00e1rcel a un exprocurador y a un exgobernador pr\u00e1cticamente juntos, pero su administraci\u00f3n no fue miel sobre hojuelas.<\/p>\n<p>En esa instituci\u00f3n de procuraci\u00f3n de justicia instal\u00f3 al bajacaliforniano Amador Rodr\u00edguez Lozano, quien fungi\u00f3 en el cargo hasta que lo supli\u00f3 Raciel L\u00f3pez Salazar, pero jam\u00e1s se fue de Chiapas; al contrario, sent\u00f3 sus reales desde entonces y apenas en la reciente administraci\u00f3n de Rutilio Escand\u00f3n Cadenas abandon\u00f3 la entidad para hacerse cargo de la Secretar\u00eda General de Gobierno de su estado; sin embargo, durante el tiempo que estuvo en la entidad se hizo de una fortuna incalculable. Se habla incluso de que super\u00f3 a Herr\u00e1n Salvatti porque \u00e9ste se encarg\u00f3 de decomisarle muchos bienes que, a la muerte del ex Zar antidrogas, pasaron a ser de su propiedad.<\/p>\n<p>Tambi\u00e9n es incalculable su fortuna, pero sus gustos por los caballos, los ranchos y las haciendas lo hacen viajar a menudo a Chiapas para no perder lo \u201cganado\u201d mientras tuvo la oportunidad facilitada por dos exmandatarios a quienes \u201cayud\u00f3\u201d en procesos electorales y de d\u00f3nde sac\u00f3 millonarios dividendos que tuvo que llevar a Tijuana en aviones del gobierno del estado.<\/p>\n<p>Este, como el resto, utiliza prestanombres para evadir la acci\u00f3n de la justicia, pero sus lujos son demasiados exc\u00e9ntricos que con el dinero mal habido ha comprado tambi\u00e9n propiedades en Estados Unidos de Norteam\u00e9rica donde s\u00ed podr\u00eda ser juzgado de encontrarlo culpable ya que, como todos, tambi\u00e9n permiti\u00f3 el trasiego de droga hacia la uni\u00f3n americana apoyando al Chapo Guzm\u00e1n.<\/p>\n<p>Este se\u00f1or fue muy vivo porque controlaba tambi\u00e9n a su jefe, el gobernador Sabines, le dictaba \u00f3rdenes ilegales. Se convirti\u00f3 en Ministro de Justicia, figura exclusiva del titular de la Suprema Corte, pero en Chiapas todo se pudo mientras gobern\u00f3 el sobrino del poeta universal Jaime Sabines.<\/p>\n<p>Para Amador Rodr\u00edguez (conocido entre los narcos como \u201cEl Tijuana\u201d) no fue dif\u00edcil controlar al estado, incluso gobern\u00f3 m\u00e1s cerca del narco que del gobierno, al grado tal que, en un decomiso de varias toneladas de coca\u00edna tuvo que salir a desmentir en los medios de comunicaci\u00f3n aduciendo una \u201cfalsa alarma\u201d o fake news ya que lo incautado era leche en polvo. Esto, desde luego, le vali\u00f3 fuertes cr\u00edticas a nivel nacional pero se gan\u00f3 el m\u00e1s grande reconocimiento y seguridad de Joaqu\u00edn Guzm\u00e1n Loera, con quien siempre ha trabajado hasta ahora.<\/p>\n<p>Este, exactamente igual que el resto, ocup\u00f3 las instalaciones de la Procuradur\u00eda de Justicia como un nido de delincuentes, de prostitutas con poder y de criminales a sueldo, todos con charolas para matar a mansalva y desaparecer a defensores de derechos humanos y de migrantes como ocurri\u00f3 con Ra\u00fal Mandujano Guti\u00e9rrez, quien se desempe\u00f1aba como Director de Atenci\u00f3n a Migrantes de la extinta Coordinaci\u00f3n de Relaciones Internacionales del Estado y quien pag\u00f3 caro ir en contra de la trata de personas que en ese sexenio cobr\u00f3 mayor fuerza.<\/p>\n<p>Pero el flamante Ministro de Justicia sali\u00f3 a la prensa de nuevo a decir que presuntos miembros de la organizaci\u00f3n criminal \u201cLa Familia\u201d de Michoac\u00e1n fueron los encargados de secuestrar y ejecutar de un balazo en la cabeza, al ex director de la Oficina de Atenci\u00f3n al Migrante del gobierno de Chiapas, Ra\u00fal \u00c1ngel Mandujano Guti\u00e9rrez por detectar complicadas redes de traficantes de seres humanos y trata de personas, en donde se encontraban involucrados ex agentes de la Procuradur\u00eda General de Justicia del Estado. Y \u00a1oh!, sorpresa, el 26 de agosto de 2009 se logr\u00f3 el arresto de Guillermo P\u00e9rez Cruz, \u201cEl Mazateco\u201d; Pascual Victorio M\u00e9ndez y Pedro Gerardo Garc\u00eda \u201cEl Pedr\u00f3n\u201d, este \u00faltimo adscrito a la Coordinaci\u00f3n de Aprehensiones de la Procuradur\u00eda General de Justicia del Estado. O sea\u2026<\/p>\n<p>Lo mismo que a Ra\u00fal, tambi\u00e9n le cost\u00f3 la vida a innumerables luchadores sociales \u00bfy el Ministro?, nunca actu\u00f3 a favor de la justicia y la muerte de este joven, de apenas 27 a\u00f1os de edad, qued\u00f3 impune y en el olvido, mientras Amador contin\u00faa gozando de las mieles del \u201c\u00e9xito\u201d.<\/p>\n<p>Despu\u00e9s vendr\u00eda a sucederlo el tonalteco Raciel L\u00f3pez Salazar, un abogado con muchos a\u00f1os de servicio en la extinta Procuradur\u00eda General de la Rep\u00fablica (PGR), donde ocup\u00f3 muchos cargos, todos de bajo nivel, el m\u00e1s alto fue de Delegado en diversos estados de la Rep\u00fablica hasta que Juan Sabines Guerrero lo ocupa un tiempo y luego se lo endosa a Manuel Velasco Coello como el mejor prospecto para cuidar la plaza del Chapo en el sur de M\u00e9xico; concretamente, en la frontera con Centroam\u00e9rica, de donde proviene la mayor parte de la droga que tiene sus ra\u00edces en Colombia.<\/p>\n<p>Raciel L\u00f3pez Salazar ya era un burro de la mafia; es decir, un pe\u00f3n de poca monta pero con gran conocimiento en el tema, as\u00ed que no le fue dif\u00edcil instalarse en su tierra y comenz\u00f3 a brindar \u201cseguridad\u201d al trasiego de estupefacientes durante sus largos y casi interminables nueve a\u00f1os como Procurador de Justicia, tiempo en el cual logr\u00f3 hacerse de fincas, ranchos, plazas comerciales, gasolineras, hoteles y mansiones en distintas partes del pa\u00eds.<\/p>\n<p>Sin ning\u00fan parang\u00f3n con sus antecesores, fue implacable con la sociedad, con los luchadores sociales, con los ind\u00edgenas y con los campesinos; tal parece que lleg\u00f3 a Chiapas a acabar con la pobreza pero en grado de exterminio brutal mientras \u00e9l se enriqueci\u00f3 de manera desmedida e incontrolable.<\/p>\n<p><strong>SAGA DE DELINCUENTES<\/strong><\/p>\n<p>El \u00faltimo de esta saga de delincuentes con poder, es el afortunado ex campesino de Suchiapa, Jorge Luis Ll\u00e1ven Abarca, otro abogado con la misma escuela de sus antecesores: la PGR, donde ocup\u00f3 m\u00ednimos cargos hasta que su t\u00edo pol\u00edtico Ericel G\u00f3mez Nucamendi, un narcopol\u00edtico chiapaneco avecindado en Oaxaca perteneciente a la banda La Familia Michoacana, lo nombr\u00f3 delegado de la instituci\u00f3n, despu\u00e9s lo acomod\u00f3 como Secretario de Seguridad en Chiapas en pago a su amistad y negocios con Manuel Velasco Coello y, finalmente lo impuso como Fiscal General del Estado en el gobierno de Rutilio Escand\u00f3n Cadenas, donde claramente se vio el incremento de la delincuencia organizada hasta que fue premiado con una diputaci\u00f3n federal para no salir por la puerta de atr\u00e1s.<\/p>\n<p>Ll\u00e1ven Abarca, el m\u00e1s joven de sus antecesores, brindaba como Secretario de Seguridad P\u00fablica estatal en los tiempos de Manuel Velasco Coello, protecci\u00f3n al c\u00e1rtel del Chapo Guzm\u00e1n; abanderando camiones repletos de droga que entraban por la frontera sur con rumbo al norte del pa\u00eds.<\/p>\n<p>Como polic\u00eda, cre\u00f3 una red de delincuentes uniformados que a\u00fan mantiene el controla a trav\u00e9s de su sucesora en la SSyPC y ex empleada Gabriela Zepeda Soto, quien cuida el trasiego de droga de varios c\u00e1rteles, entre ellos el de La Familia Michoacana, del Chapo Guzm\u00e1n y, recientemente le dieron entrada al C\u00e1rtel de Jalisco Nueva Generaci\u00f3n con quien Jorge Luis Ll\u00e1ven Abarca pact\u00f3 ya como Fiscal del Estado traicionando a otros capos que le dieron poder y dinero.<\/p>\n<p>Pero tambi\u00e9n, en medio de su introversi\u00f3n y apocamiento por su enanismo f\u00edsico y fealdad indefendible, disfrut\u00f3 de las mieles del poder desde la Secretar\u00eda de Seguridad y Protecci\u00f3n Ciudadana hasta la Fiscal\u00eda General del Estado, donde cre\u00f3 y mantuvo siempre a su har\u00e9n de hombres y mujeres a quienes pagaba hasta 75 mil pesos en efectivo u operaciones est\u00e9ticas para mantener su ego de falso gigol\u00f3.<\/p>\n<p>Y a prop\u00f3sito de dinero, Jorge Luis (a) \u201cEl Condorito\u201d o \u201cEl trenecito de Suchiapa\u201d, no pudo ocultar su ambici\u00f3n y comenz\u00f3 a llenarse de lujos. De aquella humilde casita de adobe que ten\u00eda en su natal Suchiapa, con un traspatio lleno de gallinas y puercos, pas\u00f3 a habitar mansiones con albercas, palapas y hasta campo de futbol r\u00e1pido; compr\u00f3 y edific\u00f3 plazas comerciales en Tuxtla Guti\u00e9rrez, sin el menor rubor de exhibirlas con los nombres de sus hijos. Ha construido fraccionamientos completos y desde hace tres a\u00f1os es due\u00f1o de dos medios de comunicaci\u00f3n impresa, Ultim\u00e1tum y el Diario Noticias, Voz e Imagen de Chiapas, este \u00faltimo era de Ericel G\u00f3mez Nucamendi, t\u00edo consangu\u00edneo de su esposa Guadalupe G\u00f3mez Casanova, quien por cierto apareci\u00f3 en escena ocho a\u00f1os despu\u00e9s de que el flamante Fiscal comenzara una f\u00e9rrea campa\u00f1a pol\u00edtica en busca de un esca\u00f1o en el Congreso de la Uni\u00f3n con recursos p\u00fablicos y patrocinio de los c\u00e1rteles a los cuales a\u00fan sirve.<\/p>\n<p>Hoy es un prominente pol\u00edtico, diputado federal electo por Morena, ganadero y empresario, aunque con su salario de 8 a\u00f1os en el servicio p\u00fablico, dif\u00edcilmente habr\u00eda podido comprar una sola de las 128 casas que posee, los 9 ranchos, las 22 plazuelas, los 7 fraccionamientos de lujo, las 10 gasolineras, los 2 hoteles y las 75 franquicias de Farmacias Guadalajara. Y no s\u00f3lo eso, se volvi\u00f3 due\u00f1o del equipo Jaguares de Chiapas a trav\u00e9s de su prestanombres Jorge Alberto Betancourt Esponda pero les result\u00f3 un rotundo fracaso.<\/p>\n<p>Con tan s\u00f3lo dos a\u00f1os en el poder de la Fiscal\u00eda General del Estado, Jorge Luis Ll\u00e1ven, se convirti\u00f3 en el fiscal m\u00e1s criminal de la historia, pues, durante su estancia ocurrieron decenas de ejecuciones, secuestros, desapariciones forzadas, robo de veh\u00edculos, robo de ganado, asesinato de l\u00edderes sociales y la inseguridad en Chiapas se volvi\u00f3 el terror cotidiano.<\/p>\n<p>Quiz\u00e1 por ello desde que fue Secretario de Seguridad P\u00fablica anda en carros blindados y con un ej\u00e9rcito de polic\u00edas estatales como guardaespaldas fuertemente armados. Lo mismo que sus antecesores, quienes gozan tambi\u00e9n del \u201capoyo incondicional\u201d de Gabriela Zepeda Soto, (a) \u201cLa Pazguata\u201d, lugarteniente de Ll\u00e1ven Abarca y a quien toc\u00f3 ponerle dedo al \u201cEl Junior\u201d, Gilberto Rivera Maravilla, hijo del desaparecido narcotraficante, Gilberto Rivera, alias \u201cTio Gil\u201d, por acuerdos con el C\u00e1rtel de Jalisco Nueva Generaci\u00f3n que se apoder\u00f3 de la plaza Chiapas y quien ahora mantiene el control.<\/p>\n<p>Quiz\u00e1 el m\u00e1s temible de los cuatro criminales que ha tenido Chiapas como Procuradores de Justicia sea quien el 1 de septiembre se estren\u00f3 como flamante diputado federal del narcopartido Morena.
