SFAS\/CDMX a 21 de Enero del 2022-Un d\u00eda antes de cumplir un a\u00f1o en la Casa Blanca, el presidente Joe Biden, sufri\u00f3 una gran derrota al naufragar en el Senado, su gran reforma electoral por medio de la maniobra muy bien conocida como \u201cfilibusterismo\u201d.<\/p>\n

Al examinar la historia, nos ilustran las enciclopedias, el \u201cfilibusterismo\u201d en Estados Unidos es una obstrucci\u00f3n parlamentaria, que s\u00f3lo requiere una votaci\u00f3n por s\u00faper-mayor\u00eda en muchos proyectos de ley, en lugar de mayor\u00eda simple; algo salta r\u00e1pidamente a la vista, siempre ha beneficiado a la obtusa derecha pol\u00edtica de la gran potencia del norte.<\/p>\n

En la d\u00e9cada de 1840, antes de que existiera el t\u00e9rmino \u201cfilibusterismo\u201d, el senador por Carolina del Sur John C. Calhoun utiliz\u00f3 esta t\u00e9cnica para proteger la esclavitud.<\/p>\n

Durante el siglo siguiente, los dem\u00f3cratas del sur utilizaron repetidamente el \u201cfilibusterismo\u201d para impedir que los estadounidenses negros votaran y para derrotar los proyectos de ley contra el linchamiento.<\/p>\n

\u201cDesde la d\u00e9cada de 1950 hasta la de 1990, los republicanos del Senado, en colaboraci\u00f3n con algunos dem\u00f3cratas conservadores, bloquearon la aprobaci\u00f3n de leyes que habr\u00edan ayudado a los sindicatos a organizar a los trabajadores\u201d.<\/p>\n

En las dos \u00faltimas d\u00e9cadas, el \u201cfilibusterismo\u201d ha permitido a los republicanos rechazar una larga lista de proyectos de ley progresistas.<\/p>\n

Los primeros d\u00edas de la presidencia de Joe Biden, con los dem\u00f3cratas controlando por poco el Senado, han intensificado el debate sobre si el partido deber\u00eda eliminar el obstruccionismo parlamentario. Si los dem\u00f3cratas del Senado lo hicieran, podr\u00edan intentar aprobar muchos proyectos de ley, por ejemplo, sobre el cambio clim\u00e1tico, el derecho al voto, la ampliaci\u00f3n de Medicare -medicina social-, y la subida de impuestos a los ricos, con 51 votos, en lugar de 60.<\/p>\n

La realidad es terrible, por cierto, por ello el presidente de Estados Unidos, Joe Biden, se declar\u00f3 \u201cprofundamente decepcionado\u201d por el fracaso de su Reforma Electoral que buscaba proteger el derecho al voto frente a las restricciones impuestas en estados conservadores.<\/p>\n

En efecto, senadores republicanos con el apoyo de las diferencias entre los dem\u00f3cratas propiciadas por los conservadores, asestaron este mi\u00e9rcoles un golpe mortal al proyecto de reforma electoral de Biden que buscaba defender el derecho al sufragio de las minor\u00edas.<\/p>\n

Ante el bloqueo republicano, los dem\u00f3cratas no pudieron impulsar dos proyectos de ley ya aprobados por la C\u00e1mara de Representantes y desistieron de activar un procedimiento especial que les permit\u00eda someter ambos textos a votaci\u00f3n en la C\u00e1mara Alta pese al rechazo de la oposici\u00f3n.<\/p>\n

Biden reaccion\u00f3 \u201cprofundamente decepcionado\u201d por el fracaso y prometi\u00f3 seguir impulsando cambios que permitan proteger el derecho al sufragio en Estados Unidos. \u201cEstoy decepcionado, pero no desalentado\u201d, dijo el mandatario.<\/p>\n

El proyecto legislativo que los dem\u00f3cratas quieren aprobar combina dos iniciativas: la llamada \u00abLey de la libertad del voto\u00bb (\u00abFreedom to Vote Act\u00bb) y la \u00abLey de promoci\u00f3n de los derechos electorales John Lewis\u00bb, en honor del fallecido legislador de Georgia y l\u00edder del movimiento por los derechos civiles de los afroamericanos en la d\u00e9cada de 1960.<\/p>\n

CDMX, January 21, 2022- One day before his one-year anniversary in the White House, President Joe Biden suffered a great defeat when his great electoral reform was shipwrecked in the Senate through the maneuver well known as \u00abfilibustering.\u201d<\/p>\n

In the last two decades, \u201cfilibustering\u201d has allowed Republicans to reject a long list of progressive bills.<\/p>\n

The early days of Joe Biden’s presidency, with Democrats narrowly controlling the Senate, have intensified debate over whether the party should remove parliamentary filibuster. If Senate Democrats did, they could try to pass many bills, for example, on climate change, the right to vote, expanding Medicare -social medicine-, and raising taxes on the rich, with 51 votes , instead of 60.<\/p>\n

The reality is terrible, by the way, which is why the president of the United States, Joe Biden, declared himself \u00abdeeply disappointed\u00bb by the failure of his Electoral Reform that sought to protect the right to vote against the restrictions imposed in conservative states.<\/p>\n
