Por José Alberto Ramírez Esponda/SFAS/Tuxtla Gutiérrez, Chiapas; 9 de Octubre, 2021.- Desde su creación, la Fiscalía General del Estado de Chiapas ha sido encabezada por delincuentes consumados o aprendices de lo ilegal que más tarde, se convierten en la peor pesadilla para el estado.
Empresarios, ganaderos, transportistas, comerciantes, líderes sociales, defensores de derechos humanos, periodistas y hasta gente común, han caído abatidos por las manos de quienes se han sentado en una silla que los vuelve locos de poder y dinero e intocables por cualquier autoridad.
La Fiscalía General, antes Procuraduría de Justicia, ha sido manoseada desde su creación por decenas de pseudo especialistas del derecho que en su mayoría, provienen de un oscuro pasado o simplemente fueron sacados de la basura, del ostracismo o de la nada para convertirlos en el látigo de la población, quien ha tenido que soportar los abusos y los crímenes que, desafortunadamente, han quedado sin castigo.
Todos, sin excepción, se han enriquecido abruptamente, pero también le han arrebatado la vida a mucha gente; se han inmiscuido en el narcotráfico y en otros oficios propios del crimen organizado. Han sido artífices y cómplices de secuestros, desapariciones forzadas, abigeato, trasiego de droga, tráfico de armas, robo de vehículos, trata de personas… en fin, ha sido gente sin reputación ni decoro y, tal parece, el requisito para encabezar la institución es ser delincuente.
LES ESPERARÍA LA CÁRCEL
Si en este momento la Federación sometiera a juicio a los exprocuradores o Fiscales vivientes que ha tenido Chiapas, todos irían a la cárcel. No hay uno que se salve. Todos se han enriquecido de manera bárbara, grotesca, sin escrúpulos. Y lo peor de todo es que no esconden su ruindad. Lo mismo presumen ranchos llenos de ganado, hoteles, plazas comerciales con nombres de sus familiares, de sus consortes, amantes y hasta de sus hijos en un afán protagónico de demostrar hasta dónde los ha llevado y permitido la complicidad y la venia de los gobernadores en turno, a quienes nada les importa ni la seguridad, ni la justicia del pueblo sino lucirse en medio de flashes y reflectores como en los tiempos del mismísimo Alfonso “El Negro” Durazo, ex secretario de Seguridad Pública en los tiempos de José López Portillo.
CUNA DE DELINCUENTES
Chiapas es cuna de delincuentes. Antes, en el siglo pasado, se presumía a los poetas y escritores que dieron nombre al estado; hoy, tristemente el estado figura en los anales de información como la entidad más saqueada, con más muertes dolosas, secuestros, desapariciones forzadas, robos con violencia, ejecuciones en pleno día y hasta ajuste de cuentas a todas horas por parte del crimen organizado que ya sentó sus reales con el aval de esos que dicen procurar justicia y nada más les allanan el camino para que no estorbe nadie en la plaza.
Esa es precisamente la tarea de los Fiscales de Chiapas, permitir el “trabajo” criminal de las bandas delincuenciales a cambio de recibir millonarias cantidades de dinero que más pronto que tarde terminan reflejándose en “bienes” adquiridos con recursos de procedencia ilícita.
Sólo por mencionar a los cuatro últimos ex Fiscales de Chiapas: Con Pablo Salazar Mendiguchía, Mariano Herrán Salvati; con Juan Sabines Guerrero, Amador Rodríguez Lozano; con Manuel Velasco Coello, Raciel López Salazar y con Rutilio Escandón Cadenas, Jorge Luis Lláven Abarca. El primero, Mariano Herrán Salvatti, con una trayectoria “impecable” a nivel federal pasó de ser del Zar antidrogas de Ernesto Zedillo Ponce de León a Procurador General de Justicia de Pablo Salazar, en un período de seis años, suficientes para amasar una fortuna incalculable en bienes muebles e inmuebles; dueño de ranchos y criaderos de perros galgos, de caballos provenientes del extranjero que nadie más que él tenía, incluso, en el país.
Durante su estancia en la Procuraduría acondicionó un espacio para crear su salón de belleza, donde desfilaban las peluqueras, no sólo para cortarle y teñirle el cabello con el que se ganó el mote de “La Colorina”, sino también para disfrutar en ese espacio (muy amplio por cierto), de francachelas y sesiones de cabaret.
Como el resto de sus predecesores, gustaba del afecto de mujeres trabajadoras de la institución, a quienes pagaba fuertes sumas de dinero a cambio de momentos de pasión, aunque también había una larga lista de hombres que hacían lo mismo para agradarle. Para nadie fue un secreto que su caja chica era una bodega donde se almacenaban enormes cantidades de dinero en efectivo, joyas, alhajas y objetos de gran valor decomisados a la delincuencia. Mariano gustaba de regalar vehículos y casas a sus querientes y se caracterizó por ser “un buen jefe”, pero igual que todos, descuidó la seguridad de Chiapas mientras Joaquín Guzmán Loera se apoderaba de la entidad para traficar a placer lo que mejor le conviniera.
Después vendría otro gobernador, “implacable”, traidor a su antecesor, Juan José Sabines Guerrero, quien ha sido el único en meter a la cárcel a un exprocurador y a un exgobernador prácticamente juntos, pero su administración no fue miel sobre hojuelas.
En esa institución de procuración de justicia instaló al bajacaliforniano Amador Rodríguez Lozano, quien fungió en el cargo hasta que lo suplió Raciel López Salazar, pero jamás se fue de Chiapas; al contrario, sentó sus reales desde entonces y apenas en la reciente administración de Rutilio Escandón Cadenas abandonó la entidad para hacerse cargo de la Secretaría General de Gobierno de su estado; sin embargo, durante el tiempo que estuvo en la entidad se hizo de una fortuna incalculable. Se habla incluso de que superó a Herrán Salvatti porque éste se encargó de decomisarle muchos bienes que, a la muerte del ex Zar antidrogas, pasaron a ser de su propiedad.
También es incalculable su fortuna, pero sus gustos por los caballos, los ranchos y las haciendas lo hacen viajar a menudo a Chiapas para no perder lo “ganado” mientras tuvo la oportunidad facilitada por dos exmandatarios a quienes “ayudó” en procesos electorales y de dónde sacó millonarios dividendos que tuvo que llevar a Tijuana en aviones del gobierno del estado.
Este, como el resto, utiliza prestanombres para evadir la acción de la justicia, pero sus lujos son demasiados excéntricos que con el dinero mal habido ha comprado también propiedades en Estados Unidos de Norteamérica donde sí podría ser juzgado de encontrarlo culpable ya que, como todos, también permitió el trasiego de droga hacia la unión americana apoyando al Chapo Guzmán.
Este señor fue muy vivo porque controlaba también a su jefe, el gobernador Sabines, le dictaba órdenes ilegales. Se convirtió en Ministro de Justicia, figura exclusiva del titular de la Suprema Corte, pero en Chiapas todo se pudo mientras gobernó el sobrino del poeta universal Jaime Sabines.
Para Amador Rodríguez (conocido entre los narcos como “El Tijuana”) no fue difícil controlar al estado, incluso gobernó más cerca del narco que del gobierno, al grado tal que, en un decomiso de varias toneladas de cocaína tuvo que salir a desmentir en los medios de comunicación aduciendo una “falsa alarma” o fake news ya que lo incautado era leche en polvo. Esto, desde luego, le valió fuertes críticas a nivel nacional pero se ganó el más grande reconocimiento y seguridad de Joaquín Guzmán Loera, con quien siempre ha trabajado hasta ahora.
Este, exactamente igual que el resto, ocupó las instalaciones de la Procuraduría de Justicia como un nido de delincuentes, de prostitutas con poder y de criminales a sueldo, todos con charolas para matar a mansalva y desaparecer a defensores de derechos humanos y de migrantes como ocurrió con Raúl Mandujano Gutiérrez, quien se desempeñaba como Director de Atención a Migrantes de la extinta Coordinación de Relaciones Internacionales del Estado y quien pagó caro ir en contra de la trata de personas que en ese sexenio cobró mayor fuerza.
Pero el flamante Ministro de Justicia salió a la prensa de nuevo a decir que presuntos miembros de la organización criminal “La Familia” de Michoacán fueron los encargados de secuestrar y ejecutar de un balazo en la cabeza, al ex director de la Oficina de Atención al Migrante del gobierno de Chiapas, Raúl Ángel Mandujano Gutiérrez por detectar complicadas redes de traficantes de seres humanos y trata de personas, en donde se encontraban involucrados ex agentes de la Procuraduría General de Justicia del Estado. Y ¡oh!, sorpresa, el 26 de agosto de 2009 se logró el arresto de Guillermo Pérez Cruz, “El Mazateco”; Pascual Victorio Méndez y Pedro Gerardo García “El Pedrón”, este último adscrito a la Coordinación de Aprehensiones de la Procuraduría General de Justicia del Estado. O sea…
Lo mismo que a Raúl, también le costó la vida a innumerables luchadores sociales ¿y el Ministro?, nunca actuó a favor de la justicia y la muerte de este joven, de apenas 27 años de edad, quedó impune y en el olvido, mientras Amador continúa gozando de las mieles del “éxito”.
Después vendría a sucederlo el tonalteco Raciel López Salazar, un abogado con muchos años de servicio en la extinta Procuraduría General de la República (PGR), donde ocupó muchos cargos, todos de bajo nivel, el más alto fue de Delegado en diversos estados de la República hasta que Juan Sabines Guerrero lo ocupa un tiempo y luego se lo endosa a Manuel Velasco Coello como el mejor prospecto para cuidar la plaza del Chapo en el sur de México; concretamente, en la frontera con Centroamérica, de donde proviene la mayor parte de la droga que tiene sus raíces en Colombia.
Raciel López Salazar ya era un burro de la mafia; es decir, un peón de poca monta pero con gran conocimiento en el tema, así que no le fue difícil instalarse en su tierra y comenzó a brindar “seguridad” al trasiego de estupefacientes durante sus largos y casi interminables nueve años como Procurador de Justicia, tiempo en el cual logró hacerse de fincas, ranchos, plazas comerciales, gasolineras, hoteles y mansiones en distintas partes del país.
Sin ningún parangón con sus antecesores, fue implacable con la sociedad, con los luchadores sociales, con los indígenas y con los campesinos; tal parece que llegó a Chiapas a acabar con la pobreza pero en grado de exterminio brutal mientras él se enriqueció de manera desmedida e incontrolable.
SAGA DE DELINCUENTES
El último de esta saga de delincuentes con poder, es el afortunado ex campesino de Suchiapa, Jorge Luis Lláven Abarca, otro abogado con la misma escuela de sus antecesores: la PGR, donde ocupó mínimos cargos hasta que su tío político Ericel Gómez Nucamendi, un narcopolítico chiapaneco avecindado en Oaxaca perteneciente a la banda La Familia Michoacana, lo nombró delegado de la institución, después lo acomodó como Secretario de Seguridad en Chiapas en pago a su amistad y negocios con Manuel Velasco Coello y, finalmente lo impuso como Fiscal General del Estado en el gobierno de Rutilio Escandón Cadenas, donde claramente se vio el incremento de la delincuencia organizada hasta que fue premiado con una diputación federal para no salir por la puerta de atrás.
Lláven Abarca, el más joven de sus antecesores, brindaba como Secretario de Seguridad Pública estatal en los tiempos de Manuel Velasco Coello, protección al cártel del Chapo Guzmán; abanderando camiones repletos de droga que entraban por la frontera sur con rumbo al norte del país.
Como policía, creó una red de delincuentes uniformados que aún mantiene el controla a través de su sucesora en la SSyPC y ex empleada Gabriela Zepeda Soto, quien cuida el trasiego de droga de varios cárteles, entre ellos el de La Familia Michoacana, del Chapo Guzmán y, recientemente le dieron entrada al Cártel de Jalisco Nueva Generación con quien Jorge Luis Lláven Abarca pactó ya como Fiscal del Estado traicionando a otros capos que le dieron poder y dinero.
Pero también, en medio de su introversión y apocamiento por su enanismo físico y fealdad indefendible, disfrutó de las mieles del poder desde la Secretaría de Seguridad y Protección Ciudadana hasta la Fiscalía General del Estado, donde creó y mantuvo siempre a su harén de hombres y mujeres a quienes pagaba hasta 75 mil pesos en efectivo u operaciones estéticas para mantener su ego de falso gigoló.
Y a propósito de dinero, Jorge Luis (a) “El Condorito” o “El trenecito de Suchiapa”, no pudo ocultar su ambición y comenzó a llenarse de lujos. De aquella humilde casita de adobe que tenía en su natal Suchiapa, con un traspatio lleno de gallinas y puercos, pasó a habitar mansiones con albercas, palapas y hasta campo de futbol rápido; compró y edificó plazas comerciales en Tuxtla Gutiérrez, sin el menor rubor de exhibirlas con los nombres de sus hijos. Ha construido fraccionamientos completos y desde hace tres años es dueño de dos medios de comunicación impresa, Ultimátum y el Diario Noticias, Voz e Imagen de Chiapas, este último era de Ericel Gómez Nucamendi, tío consanguíneo de su esposa Guadalupe Gómez Casanova, quien por cierto apareció en escena ocho años después de que el flamante Fiscal comenzara una férrea campaña política en busca de un escaño en el Congreso de la Unión con recursos públicos y patrocinio de los cárteles a los cuales aún sirve.
Hoy es un prominente político, diputado federal electo por Morena, ganadero y empresario, aunque con su salario de 8 años en el servicio público, difícilmente habría podido comprar una sola de las 128 casas que posee, los 9 ranchos, las 22 plazuelas, los 7 fraccionamientos de lujo, las 10 gasolineras, los 2 hoteles y las 75 franquicias de Farmacias Guadalajara. Y no sólo eso, se volvió dueño del equipo Jaguares de Chiapas a través de su prestanombres Jorge Alberto Betancourt Esponda pero les resultó un rotundo fracaso.
Con tan sólo dos años en el poder de la Fiscalía General del Estado, Jorge Luis Lláven, se convirtió en el fiscal más criminal de la historia, pues, durante su estancia ocurrieron decenas de ejecuciones, secuestros, desapariciones forzadas, robo de vehículos, robo de ganado, asesinato de líderes sociales y la inseguridad en Chiapas se volvió el terror cotidiano.
Quizá por ello desde que fue Secretario de Seguridad Pública anda en carros blindados y con un ejército de policías estatales como guardaespaldas fuertemente armados. Lo mismo que sus antecesores, quienes gozan también del “apoyo incondicional” de Gabriela Zepeda Soto, (a) “La Pazguata”, lugarteniente de Lláven Abarca y a quien tocó ponerle dedo al “El Junior”, Gilberto Rivera Maravilla, hijo del desaparecido narcotraficante, Gilberto Rivera, alias “Tio Gil”, por acuerdos con el Cártel de Jalisco Nueva Generación que se apoderó de la plaza Chiapas y quien ahora mantiene el control.
Quizá el más temible de los cuatro criminales que ha tenido Chiapas como Procuradores de Justicia sea quien el 1 de septiembre se estrenó como flamante diputado federal del narcopartido Morena. El que desde sus inicios como Delegado de la PGR demostró que podía ser aliado del crimen organizado y comenzó su carrera delictiva hasta superar a quienes estuvieron igual que él en un cargo tan codiciado pero que sólo a pocos se les ha dado la oportunidad de llegar, precisamente porque el perfil, para los fines perversos de un gobernante, es que sea miembro activo de la mafia.
Por eso Chiapas ha perdido a muchos luchadores sociales como el finado Sinar Corzo Esquinca, quien le estorbaba a Manuel Velasco Coello por atreverse a denostarlo públicamente, lo mismo que el joven defensor de los derechos de los migrantes Raúl Mandujano Gutiérrez o a los líderes sociales Mariano Abarca Roblero, Simón Pedro Pérez López, Jorge Armando Hernández Pérez, Jordán López de la Cruz, Abenamar Hernández de la Cruz, Guadalupe Huet Gómez y una larga lista de asesinatos sin castigo.
Esa ha sido la forma en que se han servido del cargo los ex fiscales más criminales que haya tenido Chiapas en toda su historia y que, lejos de ser juzgados hoy son premiados con Notarías, como ocurrió con Raciel López Salazar, quien se pasea campantemente en la entidad sureña en caravanas de camionetas blindadas llenas de policías que lo custodian con la venia y la complicidad del gris gobernador Rutilio Escandón Cadenas y con cargo al presupuesto de la Secretaría de Seguridad y Protección Ciudadana.
Sí el prócer Belisario Domínguez viviera, se vuelve a morir de ver lo que pasa en su tierra natal.

The Attorney General’s Office, formerly procuror’s Office, has been groped since its creation by dozens of pseudo legal specialists, most of whom come from a dark past or were simply taken out of the trash, ostracized or out of nowhere to become the whip of the population, who have had to endure abuses and crimes that, unfortunately, have gone unpunished.
All, without exception, have become abruptly rich, but they have also taken the lives of many people; they have meddled in drug trafficking and other organized crime trades.
They have been the architects and accomplices of kidnappings, forced disappearances, cattle rustling, drug trafficking, arms trafficking, vehicle theft, human trafficking … in short, they have been people without reputation or decorum and, it seems, the requirement to head the institution is to be a criminal.
THE JAIL WOULD WAIT FOR YOU
If at this time the Federation were to put the living ex-attorneys or prosecutors that Chiapas has had to trial, they would all go to jail. There is not one that is saved. All have enriched themselves in a barbarous, grotesque, unscrupulous way. And worst of all is that they do not hide their vileness. They boast the same ranches full of cattle, hotels, shopping malls with the names of their relatives, their consorts, lovers and even their children in a leading eagerness to show how far the complicity and approval of the governors has taken them and allowed them to do so. turn, who do not care about the security or justice of the people but show off in the midst of flashes and reflectors as in the times of Alfonso «El Negro» Durazo himself, former Secretary of Public Security in the times of José López Portillo.
CRADLE OF CRIMINALS
Chiapas is the cradle of criminals. That is precisely the task of the Chiapas Prosecutors, allowing criminal «work» of criminal gangs in exchange for receiving millionaire amounts of money that sooner or later end up being reflected in «goods» acquired with resources of illicit origin.
Just to mention the last four former Chiapas prosecutors: With Pablo Salazar Mendiguchía, Mariano Herrán Salvati; with Juan Sabines Guerrero, Amador Rodríguez Lozano; with Manuel Velasco Coello, Raciel López Salazar and with Rutilio Escandón Cadenas, Jorge Luis Lláven Abarca.
The first, Mariano Herrán Salvatti, with an “impeccable” track record at the federal level, went from being Ernesto Zedillo Ponce de León’s anti-drug Czar to Pablo Salazar’s Attorney General, in a period of six years, enough to amass a fortune incalculable in movable and immovable property; owner of ranches and greyhound kennels, horses from abroad that no one else but himself had, even in the country.
During her stay at the Attorney General’s Office she set up a space to create her beauty salon, where hairdressers paraded, not only to cut and dye her hair with which she earned the nickname «La Colorina», but also to enjoy in that space ( very broad indeed), of revelries and cabaret sessions.
Like the rest of his predecessors, he liked the affection of working women of the institution, to whom he paid large sums of money in exchange for moments of passion, although there was also a long list of men who did the same to please him. It was no secret to anyone that his petty cash was a warehouse where huge amounts of cash, jewelery, luxury watches and objects of great value seized from crime were stored. Mariano liked to give vehicles and houses to his loved ones and characterized himself as “a good boss”, but like everyone else, he neglected the security of Chiapas while Joaquín Guzmán Loera took over the entity to traffic at his pleasure what best suited him.
Then another governor would come, «implacable», traitor to his predecessor, Juan José Sabines Guerrero, who has been the only one to put an ex-attorney and a former governor in jail practically together, but his administration was not a fairytale.
In that institution of law enforcement, he installed the Baja Californian Amador Rodríguez Lozano, who served in the position until he was replaced by Raciel López Salazar, but he never left Chiapas; On the contrary, he has established his real estate since then and only in the recent administration of Rutilio Escandón Cadenas did he leave the entity to take charge of the General Secretariat of the Government of his state; however, during the time that he was in the entity he made an incalculable fortune. There is even talk that he surpassed Herrán Salvatti because he was in charge of confiscating many assets that, upon the death of the former drug czar, became his property.
His fortune is also incalculable, but his liking for horses, ranches and haciendas make him travel often to Chiapas so as not to lose his «cattle» while he had the opportunity provided by two ex-presidents whom he «helped» in electoral processes and where he got millionaire dividends that he had to take to Tijuana on state government planes.
This, like the rest, uses name-makers to evade the action of justice, but his luxuries are too eccentric that with the ill-gotten money he has also bought properties in the United States of America where he could be tried to find him guilty since, like all , also allowed the transfer of drugs to the American union supporting Chapo Guzmán.
This man was very lively because he also controlled his boss, Governor Sabines, gave him illegal orders. He became Minister of Justice, the exclusive figure of the head of the Supreme Court, but in Chiapas everything was possible while the nephew of the universal poet Jaime Sabines ruled.
For Amador Rodríguez (known among the drug traffickers as “El Tijuana”) it was not difficult to control the state, he even governed closer to the drug traffickers than to the government, to the extent that, in a seizure of several tons of cocaine, he had to come out to deny in the media claiming a «false alarm» or fake news since what was seized was powdered milk. This, of course, earned him strong criticism at the national level but he earned the greatest recognition and security from Joaquín Guzmán Loera, with whom he has always worked until now.

He was later succeeded by Raciel López Salazar from Tonalte, a lawyer with many years of service in the defunct Attorney General’s Office (PGR), where he held many positions, all of low level, the highest being Delegate in various states of the Republic until Juan Sabines Guerrero occupies it for a while and then endorses it to Manuel Velasco Coello as the best prospect to take care of the Plaza del Chapo in southern Mexico; Specifically, on the border with Central America, where most of the drug that has its roots in Colombia comes from.
Raciel López Salazar was already a mafia donkey; That is, a peon of little time but with great knowledge on the subject, so it was not difficult for him to settle in his land and he began to provide «security» to the transfer of drugs during his long and almost endless nine years as Attorney General, time in which he managed to get hold of farms, ranches, shopping malls, gas stations, hotels and mansions in different parts of the country.
Without any comparison with his predecessors, he was implacable with society, with social fighters, with the indigenous and with the peasants; It seems that he came to Chiapas to end poverty but in a degree of brutal extermination while he became rich in an excessive and uncontrollable way.
SAGA OF LAW OFFENDERS
The last of this saga of powerful criminals is the fortunate former peasant from Suchiapa, Jorge Luis Lláven Abarca, another lawyer with the same school as his predecessors: the PGR, where he held minimal positions until his in-law uncle Ericel Gómez Nucamendi, a Chiapas narco-politician living in Oaxaca belonging to the band La Familia Michoacana, appointed him delegate of the institution, later he was appointed as Secretary of Security in Chiapas in payment of his friendship and business with Manuel Velasco Coello and, finally, imposed him as Attorney General of the State in the government of Rutilio Escandón Cadenas, where the increase in organized crime was clearly seen until he was awarded a federal deputation for not leaving through the back door.
Lláven Abarca, the youngest of his predecessors, provided protection to the Chapo Guzmán cartel as State Public Security Secretary in the times of Manuel Velasco Coello; flagging trucks full of drugs that entered through the southern border heading to the north of the country.
As a police officer, he created a network of uniformed criminals that he still maintains through his successor in the SSyPC and former employee Gabriela Zepeda Soto, who takes care of the drug trafficking of several cartels, including that of La Familia Michoacana, of Chapo Guzmán and recently they entered the Jalisco Nueva Generación Cartel with whom Jorge Luis Lláven Abarca already agreed as a State Prosecutor, betraying other bosses who gave him power and money.
But also, in the midst of his introversion and shyness due to his physical dwarfism and indefensible ugliness, he enjoyed the honeys of power from the Secretary of Public Safety and Protection to the Attorney General’s Office, where he always created and maintained his harem of men and women. women to whom he paid up to 75 thousand pesos in cash or cosmetic operations to maintain his false gigolo ego.
And regarding money, Jorge Luis (a) «El Condorito» or «The train of Suchiapa», could not hide his ambition and began to fill himself with luxuries. From that humble adobe house that he had in his native Suchiapa, with a backyard full of chickens and pigs, he went on to inhabit mansions with pools, palapas and even a fast soccer field; he bought and built shopping malls in Tuxtla Gutiérrez, without the slightest embarrassment to display them with the names of his children. He has built complete subdivisions and for three years he has owned two print media, Ultimatum and the Diario Noticias, Voz e Imagen de Chiapas, the latter belonged to Ericel Gómez Nucamendi, a blood uncle of his wife Guadalupe Gómez Casanova, who incidentally appeared on the scene eight years after the new Prosecutor began a fierce political campaign in search of a seat in the Congress of the Union with public resources and patronage of the cartels he still serves.
Today he is a prominent politician, federal deputy elected by Morena, rancher and businessman, although with his salary of 8 years in public service, he could hardly have bought one of the 128 houses he owns, the 9 ranches, the 22 squares, the 7 luxury subdivisions, 10 gas stations, 2 hotels and 75 franchises of Farmacias Guadalajara.
And not only that, he became the owner of the Jaguares de Chiapas team through his namesake Jorge Alberto Betancourt Esponda, but it was a resounding failure.
With only two years in the power of the State Attorney General’s Office, Jorge Luis Lláven, became the most criminal prosecutor in history, because during his stay there were dozens of executions, kidnappings, forced disappearances, vehicle theft, robbery of cattle, murder of social leaders and insecurity in Chiapas became the daily terror.
Perhaps that is why since he was Secretary of Public Security, he rides in armored cars and with an army of state police as heavily armed bodyguards. The same as his predecessors, who also enjoy the «unconditional support» of Gabriela Zepeda Soto, (a) «La Pazguata», Lieutenant of Lláven Abarca and who had to put a finger on «El Junior», Gilberto Rivera Maravilla, son of the disappeared drug trafficker, Gilberto Rivera, alias “Tio Gil”, due to agreements with the Jalisco Nueva Generación Cartel that took over the Chiapas square and who now maintains control.
Perhaps the most fearsome of the four criminals that Chiapas has had as Prosecutors of Justice is the one who on September 1 debuted as a brand-new federal deputy of the Morena drug party. The one who from his beginnings as Delegate of the PGR showed that he could be an ally of organized crime and began his criminal career until he surpassed those who were like him in such a coveted position but that only a few have been given the opportunity to arrive, precisely because the profile, for the perverse purposes of a ruler, is that he is an active member of the mafia.
That is why Chiapas has lost many social fighters such as the late Sinar Corzo Esquinca, who hindered Manuel Velasco Coello for daring to publicly denounce him, as well as the young defender of the rights of migrants Raúl Mandujano Gutiérrez or the social leaders Mariano Abarca Roblero, Simón Pedro Pérez López, Jorge Armando Hernández Pérez, Jordán López de la Cruz, Abenamar Hernández de la Cruz, Guadalupe Huet Gómez and a long list of murders without punishment.
