Deadly blow to Biden’s electoral reform bill
SFAS/CDMX a 21 de Enero del 2022-Un día antes de cumplir un año en la Casa Blanca, el presidente Joe Biden, sufrió una gran derrota al naufragar en el Senado, su gran reforma electoral por medio de la maniobra muy bien conocida como “filibusterismo”.
Al examinar la historia, nos ilustran las enciclopedias, el “filibusterismo” en Estados Unidos es una obstrucción parlamentaria, que sólo requiere una votación por súper-mayoría en muchos proyectos de ley, en lugar de mayoría simple; algo salta rápidamente a la vista, siempre ha beneficiado a la obtusa derecha política de la gran potencia del norte.
En la década de 1840, antes de que existiera el término “filibusterismo”, el senador por Carolina del Sur John C. Calhoun utilizó esta técnica para proteger la esclavitud.
Durante el siglo siguiente, los demócratas del sur utilizaron repetidamente el “filibusterismo” para impedir que los estadounidenses negros votaran y para derrotar los proyectos de ley contra el linchamiento.
“Desde la década de 1950 hasta la de 1990, los republicanos del Senado, en colaboración con algunos demócratas conservadores, bloquearon la aprobación de leyes que habrían ayudado a los sindicatos a organizar a los trabajadores”.
En las dos últimas décadas, el “filibusterismo” ha permitido a los republicanos rechazar una larga lista de proyectos de ley progresistas.
Los primeros días de la presidencia de Joe Biden, con los demócratas controlando por poco el Senado, han intensificado el debate sobre si el partido debería eliminar el obstruccionismo parlamentario. Si los demócratas del Senado lo hicieran, podrían intentar aprobar muchos proyectos de ley, por ejemplo, sobre el cambio climático, el derecho al voto, la ampliación de Medicare -medicina social-, y la subida de impuestos a los ricos, con 51 votos, en lugar de 60.
La realidad es terrible, por cierto, por ello el presidente de Estados Unidos, Joe Biden, se declaró “profundamente decepcionado” por el fracaso de su Reforma Electoral que buscaba proteger el derecho al voto frente a las restricciones impuestas en estados conservadores.
En efecto, senadores republicanos con el apoyo de las diferencias entre los demócratas propiciadas por los conservadores, asestaron este miércoles un golpe mortal al proyecto de reforma electoral de Biden que buscaba defender el derecho al sufragio de las minorías.
Ante el bloqueo republicano, los demócratas no pudieron impulsar dos proyectos de ley ya aprobados por la Cámara de Representantes y desistieron de activar un procedimiento especial que les permitía someter ambos textos a votación en la Cámara Alta pese al rechazo de la oposición.
Biden reaccionó “profundamente decepcionado” por el fracaso y prometió seguir impulsando cambios que permitan proteger el derecho al sufragio en Estados Unidos. “Estoy decepcionado, pero no desalentado”, dijo el mandatario.
El proyecto legislativo que los demócratas quieren aprobar combina dos iniciativas: la llamada «Ley de la libertad del voto» («Freedom to Vote Act») y la «Ley de promoción de los derechos electorales John Lewis», en honor del fallecido legislador de Georgia y líder del movimiento por los derechos civiles de los afroamericanos en la década de 1960.
El perverso “filibusterismo” es muy sencillo, como lo habían anunciado los republicanos, emplearon la maniobra denominada así, que permite impedir el debate de cualquier medida si no se reúne un mínimo de 60 votos al inicio del mismo.
En otras palabras, el “filibusterismo” es una maniobra siniestra de la derecha obtusa de Estados Unidos, que le permite impedir el debate de cualquier medida progresista.

CDMX, January 21, 2022- One day before his one-year anniversary in the White House, President Joe Biden suffered a great defeat when his great electoral reform was shipwrecked in the Senate through the maneuver well known as «filibustering.”
Examining history, the encyclopedias tell us, “filibustering” in the United States is parliamentary obstruction, requiring only a super-majority vote on many bills, rather than a simple majority; something is immediately obvious, it has always benefited the obtuse political right of the great power of the north.
In the 1840s, before the term “filibustering” existed, South Carolina Senator John C. Calhoun used this technique to protect slavery.
Over the next century, Southern Democrats repeatedly used “filibustering” to prevent black Americans from voting and to defeat anti-lynching bills.

In the last two decades, “filibustering” has allowed Republicans to reject a long list of progressive bills.
The early days of Joe Biden’s presidency, with Democrats narrowly controlling the Senate, have intensified debate over whether the party should remove parliamentary filibuster. If Senate Democrats did, they could try to pass many bills, for example, on climate change, the right to vote, expanding Medicare -social medicine-, and raising taxes on the rich, with 51 votes , instead of 60.
The reality is terrible, by the way, which is why the president of the United States, Joe Biden, declared himself «deeply disappointed» by the failure of his Electoral Reform that sought to protect the right to vote against the restrictions imposed in conservative states.
Indeed, Republican senators with the support of the differences between the Democrats fostered by the conservatives, dealt this Wednesday a mortal blow to Biden’s electoral reform project that sought to defend the right to vote of minorities.
Faced with the Republican blockade, the Democrats were unable to promote two bills already approved by the House of Representatives and desisted from activating a special procedure that allowed them to submit both texts to a vote in the Upper House despite the opposition’s rejection.
Biden reacted «deeply disappointed» by the failure and promised to continue promoting changes that allow protecting the right to vote in the United States. «I am disappointed, but not discouraged,» the president said.
The legislative project that the Democrats want to approve combines two initiatives: the so-called «Freedom to Vote Act» and the «John Lewis Voting Rights Promotion Act», in honor of the late legislator from Georgia and leader of the African-American civil rights movement in the 1960s.
The perverse “filibustering” is very simple, as the Republicans had announced, they used the maneuver called that way, which makes it possible to prevent the debate of any measure if a minimum of 60 votes is not gathered at the beginning of it.
In other words, “filibusterism” is a sinister maneuver by the obtuse right in the United States, which allows it to prevent the debate of any progressive measure.
